Clicks on Google ads must result from genuine user interest. Any method that artificially generates clicks or impressions on your Google ads is strictly prohibited. These prohibited methods include but are not limited to repeated manual clicks or impressions, using robots, automated click and impression generating tools, third-party services that generate clicks or impressions such as paid-to-click, paid-to-surf, autosurf, and click-exchange programs, or any deceptive software.
I don't know what exactly you're referring to (find your post a little difficult to parse) but it strikes me that any kind of "traffic exchange program" wouldn't really count as genuine user interest. I sure wouldn't risk MY account on such.
Moreover, unless you opt out of it, you're likely to get CPM ads as well, and I'd think that artificially pumping up the impressions like that might be considered a different sort of click fraud - without the click.
I really don't know about paying for traffic in these exchange programs, because I've never done it. If your traffic doesn't tend to convert for advertisers, it's probably going to have the living daylights smartpriced out of it, so you might be better off looking for other monetization ideas to fall back on.
