We're going to launch a new auto-updated service for our visitors, and in order to increase our revenue we'll be placing AdSense on that page.
Is it fine with Google to place AdSense on auto-refreshing page? or should I contact Google and ask them to review that page before placing AdSense code?

No, you are not allowed to auto-refresh AdSense ads, since it can artificially inflate your impressions.

Okay, but what if we design it in a way that it will display Google Ads only when new information is added, so if the page refreshes and there's no new information, the AdSense code won't be placed.
