I wondered whether there is a list of on site triggers for smart pricing.
Right now, my eCPM and CPC is at an all time low, CTR is stable as always.
I have the word forum in my URL, which I am concerned about. I don't even have any ads in my forum. But it concerns me that the word trips the filter.
There's also an ad offering free content, that leads to a landing page asking for the visitors phone number, this is likely to cause users to click back, again possibly setting of stupid levels of smart pricing.
This is all guess work, I don't know enough about adsense to know for sure.
It maybe that I can do nothing and I have to just grin and bear it. The site grows each day, it's very sad to see the adsense earnings decrease each day.

You might have nailed it. Who knows how many other such ads are appearing that you cannot see. I too would be concerned about the consequences if enough visitors were to click back off the advertisers landing page.
