Why Google is Showing "Text Goes Here" - Adwords Display Building Ads

I'm frustrated with this situation and I see those 'display ad builder template' ads:

See adwords help page about display ad builder [adwords.google.com].

There are two possibilities here
a) Dumb adwords advertisers who forget to customize it.
b) Google system has a bug.

I'm sure this must have reduced my earnings. Did any one see those ads?

I haven't seen those but they appear to go to a parked domain:
[yoururlgoeshere.com...]
