Misleading Ads

Ad title has nothing to do with the ad

I just came across an ad titled "Recipes," and it was an ad for clothing. How do these ads get approved?

It's probably using DKI and broad match. Broad match can be pretty darn broad, special with words with one or more meaning. It wouldn't surprise me at all if you had a confluence of events that led from recipes to Juicy to a clothing ad, for one example.
