Is putting adsense ads inside in a google gadget against tos?

It's not, I've done it. However, click rates are abysmal on google gadgets so do at your own risk.

but how can u be sure? did u ask adsense help center? what's their email i cannot find it.
and do u think that having less click rates my earnings will go down instead of going up?

Did it for 6 months. And you'll notice many popular aps have them as well.

and do u think that having less click rates my earnings will go down instead of going up?

If the account is linked with a website, it will hurt your earnings...the drop in ctr hurt my eCPM. You may have better luck though, I keep my aps just as links to my site.
