I still have public service ads coming through on my site for both pages in French and in English. I'm not sure now how I can improve content to stop this happening. its not an issue of language since other French pages work out and although I use frames, the G-ads are in the body of the page.

If the text and the ads are not in the same place, then it's impossible for Adsense to 'read' the context, and therefore you cannot have context-related ads.

Ditch the frames, redesign the page ... or forget Adsense.

I meant to say that they are in the same place, both text and ads are in the body

It means either Google can't figure out what your page is about in order to serve ads, or it doesn't have any ads that it thinks would match, or else it just doesn't want to serve ads on your page. If you can't make any changes to your content, then AdSense is probably not a good match for you.

It may be that you just don't have enough text for google to read - try more text and see if that helps - but as Nutmeg says, it may be a topic that does not attract advertisers.
