If it is because you have nowhere else to put the code, then make sure there is a really big space between them - although even this could be seen as a violation of the TOS.
If it is because you are hoping to get a few extra clicks by tricking the user, then you know you are doing wrong, and should be avoided.
On a site that I used to run, we had a "related links" in a box and labelled as such. Those were internal links to the site.
To the left of that, we had another box, but contained adsense.
It was clear to all that they were seperate.
I personally would avoid having it below if you value your adsense account.

I see no problem with that arrangement even if you move the AdSense below the related articles. You just want to be sure the related articles section does not mimic the AdSense ads. It should be easy to distinguish the two in appearance for the casual visitor.
