As a non US citizen without business interests in the US you need to state this when answering the questions from Google.

You should not have to fill any US tax forms.

No, you only need to fill that in if you're American (either yourself or your company, as applicable). Otherwise, you're fine. You may (probably will) have to pay tax on revenue in China, however.
