Are site targeted ads good or bad for you overall Adsense income?

I had a look at my ad review center and I see a lot of site targeted ads. Most are off topic! Are site targeted ads good or bad for income? Do they have to compete with other "regular" ads or is the cpc rate for such ads very low?

There is no one good answer but for an established website it generally means more money.

Apparently site targeted ads are only shown IF the ad pool is low, the amount per click is usually very low.
I block any that are off topic but leave any on topic ones active, 'every little helps'
