Like many others, long ago, I asked Google to disable CPM ads by emailing them, and they happily complied. Also, as others have noted, apparently placement targeted ads by topic, are not considered CPM ads ?
To compound the confusion as far as I can see, if you have asked for "disabled CPM" you cannot use the Ad Review Center, it seems to be disabled as well.
1. Have you seen placement targeted ads in Link Units?
2. Have you seen placement targeted ads with 0 eCPM?
3. Have you been able to use the Ad Review Center?
(With CPM ads off?)
4. Do you see more placement targeted Ads in Images and Text mode, versus, Text Only mode for Ad Units?
As a side note; to see Placement targeting in your Adsense reports, you must check option:
"Show data by targeting type - contextual or placement"
after choosing option "Individual Ads" in the:
"Show data by" drop down box.
Also note:
For some reason, if you use the "Choose Units" "Link Units" option you may not check:
"Show data by targeting type - contextual or placement"
but if you have a custom channel dedicated only to a Link Unit you may see Placement Targeted ads for the Link Units, as I have.
Could it be that Google has a bug or two?
