Via the support question I finally got an answer that said after I have 500 conversions in one month using conversion tracking the pay per action section automatically becomes active
So an advertiser need 500 conversions in one month using conversion tracking to start a PPA campaign? I'd consider someone that had 500 conversions in one month to be beyond advertiser-rookie status. Yet, the quality of ads in the PPA section is somewhat pathetic. That's not very encouraging. I wonder what the PPA selection would look like if this qualifier didn't exist?

A "conversion" can be as simple as reaching a page on that site, unfortunately the bar is not too high when you're a Google paying customer, need examples? I can provide you with new and used examples.
The only qualifier is a valid credit card.
