Explanation of why P.O. Boxes are now banned from AdSense

I recently sent off an e-mail to Google asking why P.O. boxes are no longer allowed. Below is their reasoning. Note that they have not added it to the FAQ.

Fraudsters will simply find ways around this, like use mail forwarding services..

The no PO Box rule applies to new publishers, and those who are wanting to change their payment address.

HughMungus - When I last moved, I had every single one of my utilities use my PO box as my new address to send final statements. Two of these sent checks to there (and they knew they would have to when I contacted them). There were no problems.

Since the IRS only accepts payments sent to their PO Box, I've decided to stop paying taxes. If Google isn't going to recognize PO Boxes, I'm not either.
