Text links key words - how are they selected?

Anyone ever wondered how Google decides the "key words" that are used in text links? Is it based on search popularity?

Anyway, my main site has a two-word dotcom domain. The two words perfectly describe the content and purpose of the site. Tonight for the first time I saw a two-word key word phrase in a link unit that is exactly the same as the domain of my site.

That's an interesting question. They seem to start with phrases that are related to the content on the page (or sometimes the site?), but new ones, at least in my link units, get tried out fairly regularly.

I've seen this a few times recently on other sites. This may be something new.

I don't use link units myself.
