Minimum CTR Requirement?

some members mentioned here that a very low ctr (e.g 0.2%) might get you kicked out of adsense - is that really the case or just a rumour?
one of our sites makes an insane # of impressions but also very low ctr with decent epc since 1 year.
I think the same applies for some 'premium publisher' newspapers with the ads on the bottom.

I haven't heard any such thing, save in the form of speculation as to "what Google might do". I think Google is ultimately far more interested in CPM than in CTR, Further, Google has already set a precedent for what it might do in low CPM, low CTR situations - charge a nominal fee per impression, as it does with "AdSense for search".
