I have removed the second advertiser, it was on one site out of 4 and only there for 8 hours. Any ideas what to do? Will the account be reinstated? I have written Adsense with my sob story.
Competitive Ads
We do not permit AdWords ads to be published on web pages that also contain what could be considered competing ads. This would include all content-targeted ads as well as text-based ads. Text-based ads, for this situation, can be loosely defined as ads that mimic AdWords ads or appear to be associated with AdWords ads on your site. We do allow affiliate or limited-text links.
I assume the Commission Junction Content Advertising ads break this agreement (These were the second ads I mentioned above).
On the evidence that I have seen on this forum, it seems really to depend on a judgement call by Google as to whether they "want" you back in their program or not
EuropeforVisitors was accused (well loosely accused) of having fraudulent clicks, but appears to still be in the program after he contacted them
If you clearly broke their TOS, which apparently you did, then its up to them, having looked at your sites whether they want you (or not)
As far as one can gather, AdSense is going through a difficult birth, where Google is coming to grips with enforcing their TOS. In the end they will have to, IMO, reduce the number of publishers in order to be able to police the situation.
Its no doubt as hot in St Louis as it is in Cornwall today!

No, no, no. Google has to introduce technical solution preventing fraudulant clicks so that no publishers get this ridicolous emails about fraudulant clicks in first place. "Policing" and reducing number of publishers is nonsense - one of the first rules of business is "expand or die" so if Google really is serious about this AdWords/AdSense business (and not just about promotion of their search engine), then they have to introduce such technical solution... instead of doing what you say!
