currency of the final destination doesn't matter but what country and then what bank you deal with definitely makes a massive difference. Even if you find other people in the same country that have already gotten paid, if they aren't at the same bank then that can make a difference.
I would think that if you haven't received payment after two full weeks (10 business days) of the date that "in Progress" appeared then you should contact Google. Before that you just have to be patient.
Barring a mistake in the payment info, which is most likely the user's fault, almost nothing about the length of time has anything to do with Google.
