What's to prevent someone from having a page full of adsense?

Can you have three sets of leaderboards, all above the fold? What's to prevent some already spammy adsense sites from doing this? That seems excessive to me, but could imagine a small number of sites trying this to the detriment of the whole program (and adwords publishers too); are there any guidelines (i.e., second unit has to be below the the fold, etc.)?
I would think this could backfire for adsense without some guidelines; have I missed something?

I have seen a site with three units but I don't think he would have permission - he has two at the top, i.e. 8 ads and then one unit at the bottom.
Just saw jenstar's update about 3 ad units being allowed now
