You want google to look at a site THAT DOES NOT BELONG TO YOU, and tell you, a complete stranger, about google's opinion, relationship, with that site?
I sure as heck don't want google sharing any information or opinions they might have about my sites with a total stranger.
...which of course is why they mention privacy in their response. My opinion? Google got this spot on. Not to mention legal liability issues.
I suppose my logical course of action would be to keep a watch on the sites over the next few days. If Adsense continues to be served, then I know the sites are "okay" to buy.
If you're referencing the pre-made AdSense sites, they have been around for months if not years.
As long as there are no TOS violations on the pages, there really isn't much of an issue from an AdSense perspective.
The thing you have to consider is the same sites are being sold to many other people. With all that duplicate content, how are you going to generate traffic and how much?
If the turnkey site could generate a nice income, why wouldn't the creator just put up the site and keep the income for himself vs. selling the site again and again? I look at it as an online version of vending machine business opportunities.

What some people suggest as SOP is to send google a screenshot of a mocked up layout in a graphic format, OR as a semi-non-public page on your own site.
That way you aren't asking google to comment on someone else's site, per se. Whether google will answer or not is anyone's guess.
OTOH, if you're only concerned about whether or not it's in compliance with AdSense TOS, probably all you can do is report it and see what happens.
