Let's say one has 2 sites blue-widgets.com and red-widgets.com. Each site is on a seperate server and IP.
You write an article on widget enhancers. Can this content be shared, same content but different copies on each server, by both sites - run Adsense and not violate the TOS?

As far as AdSense goes, as long as you own the content, or have permission to use it, there is no problem using it on multiple sites.

The only penalty you might incur is in PageRank, as google might interpret the duplicate articles as deliberate search engine spamming.
