Is it legal? Hmm, good question. There are some email spammers doing serious jail time now, so you'd better hope this falls under a different legal principle.
As for the AdSense TOS, I don't know if this specific form of spamming is explicitly covered, but you can be sure that if Google discovers this is how you're getting your traffic then you will be banned.
You probably would be well advised to cease your present strategy, and, if you haven't done so, begin to learn how to gain rankings in Google's organic search results. There is a wealth of information available here at WebmasterWorld about how to do just that.
Without overburdening you, I would suggest that you take a look at Brett's one year plan for Google rankings at [webmasterworld.com...] It's still relevant, and a good place to begin. This stuff takes time, patience and persistence. In the long run, your site will benefit far beyond what your trying to accomplish now.
Do you offer good content, do you have something people want? Getting traffic through in-organic means isn't going to last in the long run; much like organic traffic which will usually get websites much further.

AdSense publishers are required to adhere to the webmaster quality guidelines posted at [google.com...]Just because your particular spam technique is not listed does not mean it's not prohibited, and the guidelines say so. Common sense will tell you there is a high likelihood that forum spamming (including variations of it) is a frowned upon promotional technique.
