CPC to Time relationship

any one else noticed this?

I live in a GMT +2 country and I noticed that daytime here (i.e. night time US) the CPC is very low

Yesterday for instance at 7pm here I was at 30 clicks about $1.8 USD

Just 2 hours later I was at 45 clicks $6 USD

And your logs say your traffic is coming from where?

Same here: GMT+2.

Low eCPM on US night, high eCPM on UD day.
It's normal. The majority of ads are US targeted.

So it makes sense that if the majority of your traffic is asleep, then the CPC is going to be less because U.S. advertisers who opt into the Content Network knowingly may likely favor clicks from the United States. Please note the emphasis on the word knowingly. So when they set up their AdWords campaigns they specify the countries from which they want clicks from, and your region is apparently not one of them.

However when U.S. AdSense Clickers wake up, go to work, and productively surf the web, they end up at your site, see ads because they're from the United States, and click on them like chickens on grub.

When setting up an AdSense campaign you can indicate from what countries you want clicks from. So, the lower prices on clicks you receive prior to U.S. clickers getting to work in the United States will represent the inventory in your time zone.
