can someone give me a description of the meaning of googlads opt-in opt-out?

It refers to the capability of deciding whether to use or not use a feature of adsense in your site.

The "related searches" feature was introduced and 95% of the publishers did not like it, Google in its infinite wisdom and according to Polish Guy "Godliness" decided to remove it until it was possible for publishers to decide to include it or not on their sites.

This will probably be done by way of your account panel at Google.
