Using Referrals and Adwords?

Google states: "You may not purchase online advertising to try to drive traffic and generate conversions for Referrals unless you have the permission of the advertiser and your site complies with Google's Landing Page Quality Guidelines. Google does not grant this advertising permission for any Google products or products within Google Pack."

I'm not clear on this... Does this mean you can't use AdWords to generate traffic to a page that you use referrals on? I haven't found the answer anywhere.

The way I understand it, you can't specifically advertise the referral (whatever the item/product/offer is) but you can advertise your site and still have referrals.

i.e. if I had a site about widgets that had referrals for Google Pack set up - I could run an AdWords ad about my widget site, but I couldn't run an ad about Google Pack.

Thanks... I'm not even sure I'm going to add them at this point, because I just noticed they don't have any advertisers that match my site content at all. I just looked a couple months ago and there were numerous cool things. I guess those guys pulled out.
