I don't know why, but it seems that the ad targeting is becoming worse over time. However, I don't know if it's the competition or other factors as well.
What do you do to achieve better ad targeting? thank you

Instead of taking it as "ads targeting has become worse over time" let's take it as "advertising competition has become more intense" every big fish to every little fellow is using adwords. Ads Filtering will surely help. Aim of having nice and targeted ads for a specific country's visitor, say US then use Google Adsense Preview Tool on your page and in options select US then see the ads appearing on the preview tool. Check each page (use "show url") feature and filter if required. you can filter 200 websites. It'll boost your earnings since you'll be at least blockin those MFA website's ads.

funny it really does not matter where they go as much as what they are willing to pay to get there
I find most people click if they want - it's not like you have regular users who click out of a sense of committment
