My question is, if I am sure they are public domain ...am I able to copy these, upload articles to my website and put adsense on them? Will google shut me down for putting ads on public domain? Im not worried about low ranking if others have it as it is made to compliment my original content

On the AdSense issue, I don't think there will be a problem. I have seen ads on sites that have public domain content. In particular, I know of a few websites that offer public domain photographs, and they display AdSense ads.

I keep the emails in a folder forever just in case the issue ever comes up.
I was looking at a lot of pics that would fit in with my sites at the Library of Congress. There is a notice that the LOC cannot guarantee the copyright status of any of the pics. I ended up just putting links to the pics instead of copying and putting them on the sites.
