How, if at all, will the use of this tool by advertisers impact AdSense publishers?

Good question. It's an interesting concept. (Of course, it works only for advertisers who have enabled Google's conversion tracking.)

Yeah, this is very interesting. Overall, I think if it works for the advertisers it will be a good thing for publishers as well.

But, as with anything, there will probably be some ups and downs. From

On the content network, the Conversion Optimizer can help increase your return on investment by showing your ad in optimal places for conversions.

I read this as almost being a front-end smartpricing (I'll christen it "SmartPlacement"). Sites that don't convert very well might not get ads that are likely to perform well.

I think it will be a while until we see any effects as it doesn't appear to be the simplest thing to implement besides pushing the button. Advertisers have to consider that some other AdWords features don't work with Conversion Optimizer, the campaigns can't be edited with the AdWords Editor, and they need a history of at least 300 conversions. However, 'twill be interesting to see what comments pop up from the publisher side as advertisers give it a go.
