Can I put adsense referral ad on a specific page?

I want to bulid a specific page to introduce google adsense which have no other content but just have the infomation about what is adsense ,how to get start ,etc ,and put my adsense referral ad on it.

Is that OK? The TOS states that No Google ad may be placed on any non-content-based pages.I wonder if the adsense referral ad is included in 'Google ad'?

If you want to write about what is adsense ,how to get start. In my opinion this is what you call contents and Google should not have any problem with this.
