layout question

One of my pages gets a reasonable number of hits, but CTR is low. I think that it's probably because the page is pretty long, and the 120 wide banner goes off the screen early on.

I'm thinking that if I can keep the ads visible, then the CTR might improve. I don't want a banner on top of the page as the rest of the pages where I use Adsense have vertical skyscrapers.

I've tried a frameset with the adsense code in one page and the page of content in another, and all I get is PSA's. Maybe I'm doing something wrong in the index.htm that calls the pages?
