Adsense, Adwords and Arbitrage Site

I want to advertise my website (with Adsense ads) with Adwords, but Im affraid that Google will disable my Adsense account because they might say that im doing click arbitration.

But my real intention is to legitimately promote my site and increase traffic.

So how would they know if it is an arbitrage or not if your Adsense earnings spike after advertising with Adwords?

Well ... I'm not sure they could ... but they would definitly know you are running both.

But I don't think they act against arbitrage.

I myself am doing the other way around, for each $ I make with Adsense, I invest it in Adword.
