I just got a note on my adsense control that I could now use this. But it looks like it's more for people who haven't been getting targeted ads. I searched through and could only find one advertiser in my field so apparently most advertisers aren't opting for this.

Also I can't tell if it's PPC or PPA.

Hmm, I guess it is PPA. That sure wasn't clear nor what the ads would be like. More info is needed when they offer us that option.
