Question about CPM & highest cost per click

Okay, lets say you opted out of CPM because it seemed revenue was lower and the ads didn't look good with only 1 advertiser.

QUESTION: Can an advertiser still bid to get an ad on our site with the cpc method?

I don't think they can specifically pick your site to advertise on, no. They can opt in to the Content Network where hopefully your site will appear.
