I came across a non-reciprocal linking network called <snip> It looks like it places links on your site automatically, those links may or may not be contextual, or they may be picked by category you pre-select.

Would this be in violation of AdSense TOS? Does anyone have experience with <snip>?

Read up on 'link farms'; most of these schemes have had their legs removed already. It's only a matter of time before your find gets, er, found. And de-legged.

Even if it has yet to be spotted, the benefits are low (mutliple links form cr*p sites). And the risk will remain high. Or go higher.

Not only has 'Link Heaven' become a place of fantasy; it's also a place that Google can spot a mile off. Move on ... :)
