I'm assuming that Adsense is serving ads in some non-western alphabet - maybe Chinese or Japanese?
Since all my website is in the standard western alphabet, in English, and nothing on my website or those pages references any country outside the US, I'm not quite sure why I see these ads!
There's aren't a lot of them, but they do appear from time to time.
I never see ads in French, German, Spanish etc., so I wonder why these appear.
I assume when they set up their adwords campaign, they seleced all languages across the world and then typed the ad in in the above language. Not particularly intelligent, but that's life I guess.

Correct-- some AdWords advertisers who've opted into content may choose to allow their non-English ads to appear on all sites. I recommend adding these ads to your account filter list.
btas2, although you mentioned there aren't a lot of these ads, if you do find them to be an increasing problem, I'd shoot off an email to adsense-tech@google.com and they'll be happy to look into it further.
