Would using two accounts on one website hurt?

me and my partner were thinking of splitting our new sites revenue by using both our google codes on one site. Is that legal and is it ok with Google?

despite the fact that we changed our mind and rather not take the risk, Im still curious. What would happen if someone else used my code on their site? Would I make more $ or would he or myself get penalized?

You need to get permission from Google to do that.

In the AdSense Terms at: [google.com...]

Look at paragraph 2, titled "Implementation and Operation of Ads, Search Results, and Referrals." See the section titled "AdSense for Content."

I interpret that to mean on the same page. So I think it would be OK to have multiple site IDs on different pages of the same site.
