Multiple AdBlocks not being prevented when using two accounts.

I noticed that on a blog, hosted on a site that uses AdSense on all the blogs to provide a "free" service to bloggers, that when the blogger put their own AdSense ads on their blog in addition to the host's ads, both ad blocks were populated, and none of the ads were the same. This despite Google recently starting to prevent multiple ad blocks on the same page.

Now, Google owns the blogger service that I saw this on, so I wasn't sure if they had made special arrangements to make sure duplicate ads were not shown, or if it just happened to work out that way.

At any rate, the duplicate ads prevention doesn't seem to work if the two ad blocks in use on the page are under different accounts. Or is it just because of the host being owned by Google?

All I can say is I hope people get kicked out of the program for violating the terms of service.
