I was just wondering if I have a site say 123xyz.uk and another 123xyz.co.uk both on same topic but both having different content / articles.

Is this permitted as per adsense and search engines rules?

You can have whatever sites you wish.

Neither adsense or any major SE is concerned how many you have on one topic; only the SEs are concerned with duplicate content.

There are other issues to consider; you are dividing your page rank between two sites, your marketing effort is doubled ... and so on. If, however, you are aiming at very different audiences, it's probably quite a sensible move.
