Building sites specifically for AdSense

AdSense TOS indicates not to build a site which you intend putting AdSense on. This seems as though it's a misnomer as ANY site that's built, lends itself for running AdSense ads. In essence, any page you are currently using AdSense on could have initially been intended for this purpose . . . note how well placed your little ads appear throughout your site? I know someone whose built many many sites specifically for this purpose and more are forthcoming. I am befuddled as to how this may violate the TOS. It would be good to get someone's insight on this . . . .

It means don't just build a site for the sole purpose of showing AdSense ads. Instead of rehashing the millions of sites already out there, contribute something new and unique to the Web.

Build the site for your users first and foremost. AdSense should be a secondary consideration, if at all.

Good rule of thumb:

Would the site have a reason to exist without AdSense?

If so, no problem.

If not, its AdSense days could be numbered.
