Google's industrial-strength system of checks and balances includes a team of specialists to manage editorial reviews, ad performance testing, and ad filtering. Together, these safeguards help ensure that visitors see ads that are appropriate for your content.

The three safeguards are review; performance testing; ad filters (including sensitive and negative content filters, as well as competitive ad filters).

They also specifically mention what types of ads will not appear on a publisher's site:
Our corporate policy also prohibits ads on the following subjects: alcohol (with the exception of beer and wine), tobacco, child pornography, firearms and accessories, hate ads, vulgarity, online gambling, ads that promote illegal activity, and ads against an individual or group.

While this is really nothing new for experienced publishers, this definitely explains in greater detail to publishers about how ads are selected, especially for those who have concerns about inappropriate ads appearing, and if/how competitors ads can be blocked.

It even includes a funky little diagram with "GOOD ADS" in the bulls-eye ;)

It's interesting that they say they wont show online gambling ads. If you do a search for "gambling" at Google, you get ads. Doesn't Google manually review all AdWords ads before allowing them through?

Because of this Yahoo and Google are being sued, along with some other sites:

I think they only manually review AdWords that show up on content sites.

I started plenty of campaigns where the ads show up within a minute.

I think that new ads are posted immediately, but they are put in a queue for manual review (the priority/if at all is probably based on some sort of word filter). So if you post a new ad that is not acceptable it will show up for a few hours or days, and then when manually reviewed it would be disabled.

My experience comes form an ad we had created that uses a slogan we have used for over a year. I never really considered the literal meaning of the slogan and it wasn't until I got the "your ad has been disabled" email about a day later that I realized that "Simply the best way to find a ..." is a superaltive statement and therefore not acceptable under the TOS. They suggested I change it to "Simply a great way...". I had to change the ad and email them to tell them of the change and it was re-enabled in a couple of hours.
