I am planning to make a review section on my music portal website. Each review will have its own page, with stuff like name, genre, tracklisting, cover and review text.. I am concerned with CD cover. Am I allowed to put thumbnail cover of CD on a review page like that?

IMO a thumbnail is almost certainly OK. Surely the cover is intended to be illustrated in this kind of context, and reviews are explicitly mentioned in the US law covering fair use.
You could also get involved with an affiliate program from a company like Amazon or CD Universe. Then you can use the thumbnails they provide, plus you get paid for clicks.

Copyright issues? Do you have permission to do it? That's the only thing I see as a problem.
