It is not a new addition to the TOS and I don't see why you would have to change your META tags. Google just doesn't want you spamming the system by using excessive, repetitive, or irrelevant keywords on your site. Just keep the pages clean and straightforward and you should have no problems.
To add to that, you're welcome to keep any keywords already contained in your meta tags. However, the Mediapartners bot does not look at meta tags when crawling your pages.
"Excessive keywords" also includes any repetitive keyword text that's hidden (for example, white-colored keyword text against a white background). The Google Webmaster Guidelines may be useful for further explanation/clarification- [google.com...]
