Let's say i have a site about Electronics, and i want adsense to show ads about holidays (by using the section targeting <!-- google_ad_section_start --> <!-- google_ad_section_end -->,

are we allowed to do that?

You can try but AFAIK those tags are like suggestions. In other words, you're suggesting Google use those words when deciding what ads to show. They don't have to.

No, for three reasons:

1. You need to have a significant amount of content in the specified text block, not just a few keywords.

2. Using "excessive, repetitive, or irrelevant keywords" is explicitly prohibited in the Program Policies.

3. If the audience you're getting doesn't match the ads you're showing, you'll eventually be smartpriced into oblivion anyways.

Not only that, it can get your account terminated:

t is against our program policies to manipulate the ad targeting to result in ads that are not relevant to the content of your pages
