Log Spamming and AdSense

I've come across a site that is using AdSense and is also doing some bigtime log referrer spamming. Is this against the AdSense agreement?

not against adsense as this spamming will be taking place in other sites. I think this is a SERP problem and Google likes to manage those by lowering the importance of those types of incoming links {example: guestbooks}
