I created a PSA replacement which looks almost exactly like an adsense leaderboard ad (no colors or borders though) - it has 4 'ads' pointing to site features ('get your own free mailbox at sitename', etc.) and says "widgets by sitename" instead of "ads by google" - I understand that per TOS it's not allowed to show something like that on the same page with adsense but it's always and only shown if adsense can not find any ads and of course the links and content are completely different.
Do I have to expect trouble because of that?
