Adsense on form link exchange page TOS question

It's against TOS?

A webpage containing link exchange information on site (site about other theme), the page has banners, an explanation of exchange rules and a form. The usual navigation bars and adsesnse ads plus search.

Is that against tos?

Tos mention "thank you pages", in this case that is done in same page thru php, but to me is there content on that page.

Should I remove the ads form there?

Today a guy told me "google policy they allow you to display maximum three ads per page."

I think that's incorrect, Google says:

Up to three ad units may be displayed on each page.
A maximum of two Google AdSense for search boxes may be placed on a page.
A single link unit may also be placed on each page.
Up to two referral units from each referral product or offering may be displayed on a page, in addition to the ad units, search boxes, and link units specified above. You can show 3 ad blocks, 2 searches and 1 adlink unit in one page...

So I understand you may have per page as maximum:
3 ad blocks, + 1 adlink unit + 2 search in same page.

Is that right?

BTW, a terms and conditions page in your site, may contain Adsense Ads?

Yes, that's a max total of 6 google thingies in each page.
And I wouldn't put the adsense code in anything other than real content. (TOS, Privacy Policies and so on are really not.)
