Well i don't know if it has been discussed before.

But thats just a suggestion.

If google create a subcription with a 20$ anualy fee.

It gonna reduce a lot of click frauds.

What do you guys think?

This will never happen.

Right now adsense is a free progarm which means they can do whatever they want which is exactly how they want it. If people paid it would open up a whole can of worms as to why people are booted from the program, people bein smartpriced, how open Google would have to be about how it determines you share of the payout, ect.

How?

Well here is what i think.

99% of click fraud publishers are those who are from poor countries or has small web sites.

by apllying a 20$ subscription fee.Only those who are serious about service and have a decent web site gonna apply.

Because they pay the subscription fee they gonna read more carefully the adsense TOS.

Yeah but I don't think Google feel it's helpful to discourage applications from poorer countries or small websites. It might save them some administration costs overall but I don't see it reducing click fraud disproportionately.

As for getting people to read and comply with the TOS, a minimum IQ level might be a better requirement, but I don't foresee them implementing that either.

Subscriptions for what? Google search or adsense? Neither will wash, adsense pays YOU so why would you pay them, and secondly if google search was a subscription thing I think altavista might make a comeback...

Well subscription for opening an account with adsense.

Sure adsense pay you, but it won't pay at first day . it will prevent a lot of frauds.

$20 is nothing for webmasters do fraud. I heard that some people have 5 google adsense account althought it is forbidden. I think they think that google would pay 1 of 5, so he is cheating.

There are some very wealthy publishers that are booted for click fraud.

I think you are making some bad assumptions about the poor. Honesty has little relation to how much money a person has. I would personally trust a poor street vendor than just about anyone that wears a suit.

I also agree with you.

To OP, don't say that poor people engage in click fraud. I was once upon poor student for last 3 years I worked hard and now enjoying fruits of my karma.

there is no relation for poor ( person or country) with click fraud,
unless u r a short life guy, you will understand that, you will not make much money click fraud,
but by having good site, better number of visitors and great ads placement.

even if they do click fraud, they will be banned by google ( aren't they smart), so why do you worry?

and regarding, some big publishers are getting banned of fraud clicks

1. if a big publisher banned for click fraud, how can u blame a poor ( person or person from poor country)?

2. we saw many cases that, google wont ban big publishers but warns them or mostly cut some amount from their account for fraud clicks.

"If google create a subcription with a 20$ anualy fee.

Am I missing something.

The subscription fee will mean MORE click fraud as 'poor' people try to get back the money quickly.

It doesn't matter if some party pays in a contract. A contract is a contract.
