I wouldn't expect you would need separate accounts - but it could be worth asking Google. Cerainly make sure you ask before opening a second account - people have been banned for having more than one account.
I run some non-English ads and I tend to run them in separate groups to the rest.
The real problem you will have is making sure that the AdSense bot that scans your pages to work out context gets to see the language that you want it to see. There are a number of solutions to this, depending on how you structure your site and present the two languages.
