Automatic Discount? (from our packets)

is there an automatic discount for advertisers?

I heard that Google and other PPC companies are automatically adjusting some number of clicks (lets say 20%) as invalid. The question is. If this is true, we are not getting paid for (lets say 20%) of our clicks which could be a significant number for some AdSense publishers. Can anyone confirm this? Or are free clicks or discounts only common between direct advertisers?

And why would Google need to do that when they already have the smart-pricing system?

I was told by a friend who is managing accounts for big advertisers. He was not talking specifically about Google but he stated that this is a very common thing. The agency he works for is managing online ads for major players (size similar to Pepsi) and they do advertise on almost every major website. He said that they also buy clicks and ad impressions in bulk and that they always receive 10-20% extra clicks and impressions to cover fraudulent and invalid clicks and impressions.

So who is paying for these free clciks and discounts?

Other ad networks, because Google doesn't work that way. However if you're curious you can look into Smart Pricing, which is a different way of accomplishing the same thing on AdSense sites.
