No!

Read the program policies:
"Site may not include Pop-ups, pop-unders or exit windows that interfere with site navigation, obscure Google ads, change user preferences ..."

Ahem, that dot-dot-dot you omitted has the effect of making your answer the opposite of the correct one. The full quote from the Program Policies is

Site may not include:
Pop-ups, pop-unders or exit windows that interfere with site navigation, obscure Google ads, change user preferences, or are for downloads. Other types of pop-ups, pop-unders, or exit windows may be allowed, provided that they do not exceed a combined total of 5 per user session

I would add that pop-ups are a much-hated intrusion that will probably cost you more in lost opportunity than they earn you. But they don't appear to conflict with the TOS.

Although you can have pop-ups, I suggest strongly agaist them.

I'd leave a site with popup's. its instrusive and harmful to your computer resources... it makes me want to find the site that caused the mess and block it from my mind.
