Assume I have a site on sunglasses and I wish to make 2 more sites on same subject BUT with different content.
Does adsense permit?

No. Google certainly forbids you from having more than one site about the same topic. Google also forbids you from going to work wearing mismatching socks or torn jeans. There is no reason for these bans, other than the fact that Google runs your business not you.
Finally, do not forget that Google Adsense only permits publishers to take 30 minutes for lunch, and you need to apply for annual leave at least two weeks in advance.

Sarcasim aside, duplicate content is something that can go against you when you consider SERPS

Duplicate content is permitted by Google Adsense, and by Google itself. Whether it will be listed with the same priority as non-duplicate content, or listed at all, is another matter.

I was saying content on the new sites would be different but site topic would be same.

I don't believe that this is a problem - but if in doubt, why not ask adsense?
